Hi Ines.

With access to Administration page (admin  role required) in Security tab
you can add user. After that, with username and password you've defined for
that user you've created, log in Netcool Webtop.
In drop-down list with available pages, you will have My Pages page.
Enter My Page page.  
My Page page is where you create personal pages.
You have Add button there.
Then enter PSML Name (eg ines.psml) and Page Title (that is the name of page
that will appear in drop-down list of pages every time created user logs on
Webtop)    and click Add button.
